The City Administrator shall make or cause to be made such comparative studies as he deems necessary of the factors affecting the level of salary ranges prior to the preparation of the annual budget, as well as at other times. On the basis of information derived from such studies, the City Administrator shall recommend to City Council such changes in salary ranges, as he deems necessary to maintain the fairness and adequacy of the overall salary structure.
The steps within the pay ranges are intended to provide for recognition of
faithful employees for uninterrupted service, while at the same time providing
a means for recognition of meritorious service.
New employees may be hired at the minimum rate of the applicable grade for the
position.
For certain types of highly specialized professional or administrative positions
for which the supply of qualified applicants is chronically short, latitude
will be granted, with prior approval from the City Administrator to hire employees
at any point within the range. Approvals of this type shall be on an individual
basis only and shall not be construed as a blanket approval for a classification.
